Green Finance in Egypt: How to Make Sustainability Projects Bankable
Egypt issued the first sovereign green bond in the Middle East and North Africa in 2020. Money for green projects exists; the gap is usually a project that is not yet ready for a lender. Here is what makes the difference.

Green finance is money raised or lent specifically for projects with environmental benefits: renewable energy, energy efficiency, clean transport, water and waste. Egypt has been an early mover in the region.
Egypt's green finance milestones
- In 2020, Egypt issued a USD 750 million, five-year sovereign green bond, the first sovereign green bond in the Middle East and North Africa. It was almost five times oversubscribed and listed on the London Stock Exchange's Sustainable Bond Market (Enterprise, October 2020). Proceeds were earmarked for clean transport, renewable energy and water projects under the government's Green Financing Framework.
- Alongside bonds, companies can use green loans for specific projects and sustainability-linked loans, whose interest rate depends on the borrower meeting agreed sustainability targets.
Why good projects still fail to get financed
Lenders and investors rarely reject a sustainability project because it is green. They reject it for the same reasons they reject any project: unclear cash flows, weak data, or risks nobody has priced. Common gaps include:
- No baseline: the project cannot show today's energy use, emissions or water consumption.
- Savings that are estimated but not measured.
- No plan for who will monitor results after the money is spent.
- Targets that are not material to the business, or not ambitious enough.
Six steps to an investment-ready project
- Start from the business case. Show the savings or new revenue in Egyptian pounds, not only the environmental benefit.
- Establish a baseline for the metrics that matter: kWh, tonnes of CO2e, cubic metres of water, tonnes of waste.
- Choose the right instrument: project finance or green loans for a specific asset; sustainability-linked loans when you commit to company-wide targets.
- Set targets lenders can trust: material, measurable and benchmarked against your sector.
- Plan monitoring and reporting from day one, including who will verify the results.
- Connect it to your ESG disclosures: a project that feeds your annual ESG report strengthens both.
